Jessica Giannettino Villatoro
Deputy Labor Commissioner, Oregon Bureau of Labor and Industries.
Jess Giannettino Villatoro (she/her) is the Deputy Labor Commissioner for the Oregon Bureau of Labor and Industries, appointed in 2023 by Commissioner Christina Stephenson. She brings more than a decade of experience in electoral politics and labor policy, with a career grounded in advancing practical, worker-centered solutions that strengthen fairness, safety, and economic security for Oregonians.
In her role as Deputy Labor Commissioner, Jess oversees the daily operations of the Bureau and ensures that its programs deliver on BOLI’s mission to protect workers, support businesses in complying with Oregon law, and expand pathways to economic opportunity through registered apprenticeship programs. She guides policy development and drives the Commissioner’s agenda, helping shape statewide strategies on civil rights enforcement, wage and hour protections, and workforce development.
Before joining the Bureau, Jess spent over ten years in the Oregon Labor Movement focusing on policy development. Some of her contributions helped advance statewide standards related to discrimination and harassment prevention, paid family and medical leave, workplace safety and health, and expanded unemployment insurance eligibility for lockedout workers.
Outside of her work, Jess can be found spending time with her husband, cheering on the sidelines of one of her two sons’ soccer games, hiking with her dogs Macy and Nelli, tending her garden and chickens, or exploring new hobbies—most recently, Mahjong.
